Summary

The article presents a comprehensive analysis of the administrative and legal mechanisms and principles governing the interaction between honorary consuls of foreign states and public authorities in Ukraine. The author explores the specific legal status of honorary consuls, who, unlike regular diplomatic representatives, perform representational functions on behalf of foreign states while being integrated into the national legal environment of the host country. The growing significance of honorary consuls in international cooperation, economic diplomacy, protection of citizens’ rights, and the implementation of humanitarian initiatives underlines the necessity for clearer legal regulation of their activities.

The study systematizes the entities of public administration involved in this interaction, classifying them into four levels: state-administrative, general-organizational, international-legal, and administrative-territorial. Each level contributes to various aspects of interaction, including accreditation, oversight, organizational support, implementation of international treaties, and facilitation of foreign economic relations at the local level. Particular emphasis is placed on the role of the Ministry of Foreign Affairs of Ukraine, which acts as the main coordinating body for the activities of honorary consuls by regulating, approving internal provisions, and cooperating with other public authorities.

The article distinguishes between general principles of interaction (rule of law, legality, efficiency, transparency, publicity, accountability, and observance of human rights) and specific principles arising from the international legal status of honorary consuls, such as international cooperation, sovereign equality of states, primacy of international treaties, protection of national interests, and legal safeguards.
