PRINCIPLES OF PREVENTING CORRUPTION-RELATED OFFENSES IN THE PENITENTIARY SYSTEM OF UKRAINE

The article examines corruption as a negative socio-political and legal phenomenon, as well as the principles of preventing corruption-related offenses within the penitentiary system of Ukraine. It is determined that manifestations of corruption pose a threat to stability, legality, and institutional integrity not only of the penitentiary system of Ukraine but also of the law enforcement system as a whole, as well as to the national security of the state.
It is stated that corruption, as a socio-legal phenomenon, undermines the rule of law and social justice, causes significant damage to the national economy and society, and erodes public trust in state authorities.
Emphasis is placed on the importance of identifying the principles of preventing corruption-related offenses in the penitentiary system of Ukraine through the prism of integrating anti-corruption mechanisms into the activities of all state institutions in order to ensure the strategy of Ukraine’s post-war recovery.
It is taken into account that knowledge of the principles of preventing corruption-related offenses in the penitentiary system is based on nationwide anti-corruption foundations, considers the specific nature of the activities of penitentiary bodies and institutions, and, in combination with risk analysis and effective financial control mechanisms, serves as a prerequisite for the stable and effective functioning of anti-corruption instruments.
Based on the results of the study, the concept of the principles of preventing corruption-related offenses in the penitentiary system of Ukraine is defined as a set of fundamental legal and organizational principles underlying the activities of penitentiary bodies and institutions aimed at preventing, detecting, and terminating corruption among personnel.
